The Uttaramerur inscription has been in the
news thanks to an admiring mention by the Hon'ble Prime Minister Sri
Narendra Modi in a recent speech.
Back in the 10th Century CE, during the reign of Chola king Parantaka I,
the citizens of the viillage of Uttaramerur in Tamilnadu decided to lay
down very clear instructions for selection of members of the governing
body of their village. Candidates needed to be in a certain age
group; be well versed in the vedas and shastras; own a specified parcel
of land. Defaulters and their relatives were automatically disqualified,
as were those who had served on the committee in the previous three
years. Having drawn up such elaborate guidelines, they had the rules
inscribed in a stone slab for all posterity to see.
